Downlink Problem

Hi.

Iam SNG Engineer,Iam up linking in KU band high,My up link dish is 1.2M,I have a prob in down link, When iam pumping at low power ie 40 to 50 watts my down link signal is good iam getting BER-4 to -5 but the video will freez,if i pump more power between 70 to 80w the freez will not be there. Is it my prob or transponder prob?
