Primary variable chilled water flow; I wanted to ask is there a
procedure or a technical experience of some colleagues regarding on how
to balance a primary variable flow in a chilled water system. regards

It's normally done using a pump that can exceed the maximum pressure/flow requirements of the system by approximately 20-25%. An inverter, a variable speed device, will control the pump so that it can supply flow/pressure as required by the system.
