Your question indicates a beginners level of understanding. If one could plug his appliance into the nearest puddle and obtain power don't you think everyone would be doing this?

If, on the other hand, you are making a reference to the fact that water is composed of hydrogen and oxygen and that the combination of those two elements resulted in the release of a substantial amount of energy, then yes you can obtain power from this type of process. Of course, obtaining substantial amounts of hydrogen is very costly and consequently only con artists are selling devices which are supposed to be able to give you more energy than you supply to the system. They don't worry about things like the fundamental principles of physics like "conservation of energy".

Actually, it is quite simple really.

Step 1) Find suitable water source, preferably one that is isolated from other water sources, because dilution is an issue. Salt water is best for this, but tends to be found in oceans or large lakes and therefore the dilution issue is a concern. Pure water is not going to work, so the previously discussed "puddle" is actually a decent idea.

Step 2) Connect 2 cables to conductive plates, the better the conductor the more power you can extract, but really, virtually any metal will work. I would think that Stainless Steel might be best especially if the water has any corrosive qualities. Immerse both plates in the water.

Step 3) Connect your measuring system to the cable attached to Plate 1 so that you can see how much energy you are extracting.

Step 4) Connect your load to that cable as well. I would start off with something simple, such as a light bulb. For now, let's just deal with your load being a single phase AC system, so ground the other end of the AC circuit for your load.

Final step) Connect a high voltage electricity source to the other plate.

The light bulb should light up.

Huh!

So now you are lighting that bulb from a high voltage source other than from power derived from the pond.

So how does that provide electricity from the water when you are simply using the water to conduct power from the external high voltage source?

One of us is crazy and it ain't me.

By the way, it is probably not a good idea to stand in the puddle while taking measurements.

If it starts to rain, you should run to the nearest dry spot.

Your car should be electrically isolated by the tires, unless you move it and splash water from the puddle.

Its probably a good idea to place orange traffic cones around the puddle while withdrawing power from it.

The problem with using tap water for this is that you have negative ground in the northern hemisphere, but positive ground in the southern hemisphere.
