Its for additional safety mostly used on the safety valve side so that no 1 accidentaly opens or close the path

That's right, it is for safety (or environmental) - ensuring a valve stays open or closed without someone "accidently" operating it without following proper written procedures/instructions, signatures, etc.

A "car-seal" is either a plastic or metal band that locks onto itself when the ends are connected - much like a tye-wrap or zap-strap. It has to be cut off in order to operate the valve.

The term "car seal" comes from the railway industry when the doors of rail cars were sealed with a tamperproof device like the ones described in post 2. It is used on valves that should remain in a open or closed position during normal operation, and operated only in times of emergency or maintenance. The seal has to be broken which then means that authorisation to break the seal has to be formally requested, or a report must be submitted after the seal is broken.

I am suprised to see it indicated in connection with a contol valve, unless it is a manually operated control valve, as automated control valves would, by definition, need to operate continuously.

just a thought, might it mean the control valve needs a supervisory command to operate rather than an actual physical "car-seal"

Hi,
May be that "car seal" a control valve. Is when the air supply to the valve is closed so that the valve fails open or close, then a "car seal" is place on the the air supply valve to prevent the valve from being open or close with out someone's permission. We not only close the air supply and lock it out but actually disconnect the air supply and tag it out to prevent the valve from opening(fail close valve)..Thank you
