The hogger refers to a steam jet or vacuum pump of high capacity, usually with low efficency. This would be like a steam air ejector exhausting straight to the atmosphere using up heat and condenste with no return.

The purpose is to get the vacuum up initially. They are usually secured after 20 inches or so of vacuum.
