Arcing Horn HVDC-Substation

Arcing Horn located in isolator for HVDC substations (AC Switchyard) is dangerous? Has Somebody some opinion on the matter?

Arcing horns are used to control the location and magnitude of electrical flashover. They may be installed in parallel with insulation to limit the voltage that can be applied to that insulation and prevent direct arc contact. They might also be used to force flashover arcs to terminate on non-critical horn ends to protect more critical bushing end terminals, insulator caps, and other devices.
