does anybody have a inexpensive and valid source to work out CV ratings and Torque Ratings on Butterfly Valves.Thank You.

Normally the Cv values are the manufacturers specification based on your (assuming you are purchasers) requirement. Refer API 6D (ISO 14313)

A guideline is provided in

The brakaway torque also is provided by the manufacturer

however a guideline is provided in the valves handbook by By Philip Skousen with some formulae too detailed to write here, but you can try to get in some e-store.

Again some ANSI standards are there eg ANSI/AWWA C404, M89 etc
