Silent Horizon: The CIA's Internet War Game

The CIA is completing a three day simulation to test the ability of government and industry to respond to escalating Internet disruptions in the face of a longterm terrorist attack on the US. Silent Horizon, the code name for the electronic simulation, involved about 75 people and was coordinated by the CIA's Information Operations Center. Specific details of the test are confidential.

ID Theft

If there is one thing that all the ID theft going on should illustrate is how venerable out computer networks are too infiltration. I am surprised that the CIA is performing the test and not the NSA or Dept. of Homeland Security.

Premises

I question the underlying premise that cyber-terrorist attacks would be gradual and escalating in intensity. Granted, the full effect of such attacks would not be felt immediately. But in light of September 11, it seems more likely that the enemy would strike a quick succession of blows in multiple locations.

I agree that a coordinated attack would make more since if you were trying to do an offensive attack. I do doubt that they could be more than a costly pain in the neck for a few hours though.
