A non-combination starter is one that is just the starter and overloads plus control components. A combination starter has a disconnect switch and fuses, enclosed circuit breaker included with the starter and overloads. Does this help you? Let me know.

It's a little more basic that that, but he has the concept correct.

Every motor control circuit has to have at least the following 3 elements:

  1. Control device, be it manual or automatic,
  2. Motor Overload protection, i.e. overload relay OR overload protection built-in to #1
  3. Disconnect device with Short Circuit protection, either as a circuit breaker, Switch and fuses, or Motor Starter Protector (MSP)

By definition, a "Starter" is anything that makes up 1 and 2.

A "Combination Starter" is 1, 2 and 3
