I think it will be best to check with your local police force as to whether you are even legally allowed access to this information before doing anything else. You're treading on very dangerous ground here.

why are you asking this question in an international forum?

if you are now in the Philippines, you should do your survey there. if you're facing difficulty obtaining such info in the country, what makes you think you'll get it outside?
