Few basic tests

Check capacitance with farad meter.

Charge capacitor to equivalent rated DC voltage and check how much current its drawing after full charge, It should be near to zero. ask supplier for specs. and compare.

Put capacitor on rated AC volts & frequency and check AC current with current meter it should match to -------Voltage/(2*pie*frequency*Capacitance)

You can also check breakdown voltage with a HVAC tester.

But before doing anything you should gather all the specifications.

Capacitors are measured in Micro farads. You can use some volt meters that have the capabilities. Fluc and radio-shack both sell meters with the capabilities. The fluc is expensive, the radio shack meter will cost less than $90.00 US
