The Line Voltage (Between Line and Earth)

In certain cases between Line-Line or Line to neutral based on where the insulation is.

It would be equal to rated volatge. Because if you apply more than the rated voltage to a circuit breaker , during short circuit, it cannot extinquish the arc.(i.e. it cannot break the circuit )
