Clicking die for PE foam ( 3 mm thickness)

Please give suggections--- I want to manufacture 3 mm thickness washers of PE foam with one side gum, ID of washer is 19 mm in which 9X6 mm hole

Gumming of PE Sheet,----------Butter paper fixing-----------and cutting with punch.
