Forgive my smugness, but that is not a tank - that's a bucket .
ASME codes only deal with pressurized systems (> 15 psig); however, you could still design to one and not have it code stamped, but in this case you would overdesign anyway.
You may be better off with API 650 Appendix A - Optional Design Basis for Small Tanks if it is atmospheric. Even then, that is exceptionally smaller than API 650 is geared towards.
How about designing to a local safety standard or something.
