Instead of using DC Regulator you may control it better with pulse width controller like in block diagram

Did rakesh_semwal mis the actual question here? Are you looking to regulate the speed as rakesh_semwal shows in the diagram he provided or are you trying to charge the battery?

No, It control the amount of energy by making power on and off, with changing pulse width.

Regulators drops voltage and that make it less energy efficient, where as here we are controlling duty cycles that make it more efficient,

Answer I posted was conceptual and you may need to do little bit R&D on it, There are three basic component

Timer IC NE555 to make a square Wave generator and then converted to saw tooth or triangular.

Comparator LM358 That will convert triangular input in to square wave again that with the adjustable duty cycle.

Power Transistor to Drive your motor.

If you will take these three segment separately, then it can be much easy for you to search and find out some details or web.

It is better and simpler to use a ready made controller.

A very good one ( 8,4 - 36 Volts and until 45 Amps ) designed right for the DC brushed motors , you can find at the link below :

(you need to use "search" feature for the item named 'Navy Control 570 ') !

What if the OP want to make it himself for his learning? Its a cut and paste solution that can make him a good purchase manager but not good engineer.

Well, this sounds like something a person should be paid to do. Instead of hiring someone, I recommend you look into the web sites for Analog Device, Texas Instruments, National Semiconductor for switch mode power supply designs. These companies are more than eager for you to use their products. You should expect to fail in your initial choices, for this will be a learning experience for you.
