ESD coatings rely on a microscopic layer of moisture to bleed the static charge from the device, so, drying the device in an oven will remove that layer. These coatings work best in environments of 50%RH and higher.

Over time, the surface of a dried part may regain the ability to bleed off a charge as moisture is redeposited on the surface of the device.
