As per QW-100, if we need to repair vessels including welding by sub-contractor at site, can we use a WPS/PQR of manufacturer who fabricate the vessels and approved by the Purchaser?
Technically speaking "ASME" repairs are done under the National Board NB-23. But it depends on your location/regulations/laws. You may need to repair to API 510. You should discuss the matter with your authorized inspector.
Regardless, and ironically, most repair codes reference the original code of construction regarding welding procedures - and as such, NO the welding must be performed under the "Repair Organization's" (company, contractor, owner's) qualified procedures and testing; you can not use someone else's.
