Is DOSH Approval Required?

Could anyone please advise whether DOSH approval required for inline instrument such as flow tubes, control valves?

DOSH (Division of occupational & safety helath)is the malaysian statutory body which approves the commisioning of certain equipments as per code requirement in Oil & gas industries. My question is very clear whether the in-line instruments installed in the oil & gas industries piping require the DOSH approval or not?

Your question was not clear at all!

Had you begun your question with, "DOSH (Division of occupational & safety health)is the malaysian statutory body which approves the commisioning of certain equipments as per code requirement in Oil & gas industries", then your question would have been, at least, understandable.

I suppose the people from Oil & gas field or from instrumentation are very much aware of what DOSH does and doesn't need any extrapolation.

Hi all,

In all the parts of the world I have worked in - Never hear of DOSH.

If DOSH is the governing standard/body/law/standard in your area - your instruments will have to have to conform to the DOSH standard.

This does not mean that they need DOSH approval, but rather that they must at least meet the minimum requirments of DOSH. They could have another approval for example TUV/NEMA etc that meets and perhaps surpases DOSH.

You need to meet the minimum requirement - but no-one will bite your for putting in something that surpases the minimum requirement (except the people controlling the cost)

Craigza, it clearly notifies that you have never worked in malaysian projects before? Anyway try search for it. All the malaysian projects should comply with DOSH requirements. Though your answer looks diplomatic but it is not what I'm looking for.

Is there anybody who could anser my question straight and simple?

It is not mentioned anywhere in DOSH approval. And also since it is a technical forum i just wanted to know from the expers. But I never expected this kind of suggestions. hope somebody or the expert could answer my questions promptly.

I have answered your question.

I have never worked in Malaysia - but I have worked in many other places.

Which part did you not understand - your instrument must comply to the minimum statutory requirments that govern that country? This will pertain to the installation, wiring, energy dissapation, hookup, venting etc etc etc.

No-one says that your instrument cannot surpass that minimum.

I have never seen an instrument with a DOSH stamp on it - please show us one (from an international manufacturer). The same as I have never seen an instrument with a OHS stamp on it.

If DOSH is like OHS it is a law!

Please do not come to this forum and knock the people that are trying to help you. If you wish to do this please find another forum!

Refer to the standards that govern your country - they will specify the necessary minimums to follow as well as what minimum requirements your instrument (inline or other) should meet.

Thank you criag then you should not have answered as I've worked in all parts of the world. the way your response was as if I'm a kid in this industry. Anyway my question is still pretty clear that the DOSH approval is required or not? people who worked in malaysian project can only answer. Anyway looking for a better help from the experts in this forum.

As I know, at my Plant in Kemaman (Malaysia),DOSH approval only need for lift,crane,pressurized tank. All of this must have certificate to operates.It also need to be renew once in a year.But not one of my Instrument have DOSH certificate or need to get approval from DOSH.My suggestion is better to deal with DOSH officer for more clear answer.This is the best way.No charge at all.Thanks.

Hi all,

A quick search and you can dowload section 28 from your DOSH act:

ACT 302 PETROLEUM (SAFETY MEASURES) ACT 1984

PART VII - UTILIZATION OF EQUIPMENT, GADGETS, MATERIALS, PLANTS, APPLIANCES, BUILDINGS, STRUCTURES AND INSTALLATIONS

Section 28. Approved equipment, etc. and verification. (1) (a) Notwithstanding any provision of this Act, but subject to section 32, the Minister may by publication in the Gazette declare that any equipment, gadgets, materials, plants, appliances, buildings, structures and installations or any part thereof used or intended to be used in connection with the storage, handling, transportation and utilization of petroleum shall not be used or sold or offered for sale unless such equipment, gadgets, materials, plants, appliances, buildings, structures and installations or any part thereof is of an approved type.

(b)

"Approved type" means any equipment, gadgets, materials, plants, appliances, buildings, structures and installations or any part thereof of similar design and specifications as those specified in the list of equipment, gadgets, materials, plants, appliances, buildings, structures and installations declared by the Minister as equipment tested and found safe and suitable for such use and as modified, varied or altered from time to time under section 29.

(2) For the purpose of ensuring due compliance with this section, such person or authority specified in the order may conduct such tests or such methods of verification as it deems necessary on any equipment, gadgets, materials, plants, appliances, buildings, structures and installations or any part thereof in any premises. (3) (a) After such tests or verification have been conducted under subsection (2), a certificate in respect of such equipment, gadgets, materials, plants, appliances, buildings, structures and installations or any part thereof including their design and specifications shall be issued.

(b)

A certificate referred to under paragraph (a) shall state details of the test or verification conducted and shall include the results thereof.

If I read this correctly - you will need approval.
