Both are surface coatings. Powdercoating protects as a "coating" only in that it forms a barrier between the base material and environment. If this coating is not 100% intact, galvanic corrosion of the base material will occur in the right conditions. It is applied as a powder and baked on.

Galvanizing is application of a zinc coating that also protects metals from corrosion by acting as a sacrificial material that corrodes away preferentially before the base material. The zinc in the coating is consumed over time if galvanic corrosion occurs. It is usually applied by immersion (hot dipping) or electroplating.

GA. Galvanizing will 'creep' enough to re-cover slightly damaged areas, and is repairable with 'Galvanizing Paint'. This paint contains a high concentration of Zinc, which electrochemicly combines with the original galvanizing.

I have no idea what might be used to repair powder coatings, other than a good metal paint, though I am sure someone does.
