When current flows through a conductor in a magnetic field, the magnetic field exerts a transverse force on the charge carriers (free particles carrying an electrical charge) which will push them the sides of the conductor. As the charge builds up on either side of the conductor it creates a measurable voltage between the two sides of the conductor.

It's easier to see in a flat conductor.
