How is Hexavalent Chrome in Coatings / Metals Harmful?

Hexavalent chrome in elctrolytic baths, mix in water or air and cause pollution. But how does the hexavalent compounds in coatings affect the environment. Do they mix in air/water.

If not why does the ROHS says the hex chrome in coatings/metals should be less than 1000ppm. Are they indirectly preventing the use of electrolytic bath.

Basically, the rules are saying that the effects of CrVI are so bad, that they shouldn't be tolerated in the supply chain. Period.

But they are exempted for military applications, where it is understood that "S**T will die."
