what are the differences between 74hc4538,14538,4538 ? and can I replace one by another?

The various IC families have different speeds, output drive capabilities (fan out), logic thresholds, and quiescent current.
If you google logic families or look at various manufacturers websites you should find the information quite easilly.
Wether you can swap one family for another depends on the application.
