They are steel makers, no relationship with fasteners.

However VSP fasteners in google has given this link

http://www.vsp.it/eng/profilo.html

Hi sb, GA to you for quickly finding the name of this high tensile manufacturer. One of the leading manufacturers in India for High Tensile Fasteners ( 8.8. 10.9 or 12.9 Quality ) is SFL ( Sundram Fasteners Limited ) They are making. Thus it is always the bolts under TVS (T.V.Sundaram Iyengar & Sons ) name. This means the bolt head will carry letters & numbers like T V S 8.8. Thus it is always marketed under the manufacturer's abbreviated name & quality. Rangasamy

It stands for "Very Suspect Product". It's part of Janet Napolitano's Department of Homeland Security pogram against U.S. veterans.

Friends,

I believe the combination of marks on the illustration has been properly identified. If there was only the group of three letters an un-mentioned answer is that many retail stores in the USA have a three-letter code unique to each fastener size molded on the head of each bolt. This code is then used at the checkout to allow quick entry of the fastener for pricing.
