Integral lagging extension

Could you please tell me what is mean by integral lagging extension for valves.

Why it is required and more details.

it is an extension of the value stem ,so the handle can be operated even though the pipe has an insulated jacket (this style used rather than stansard valve)

Class 900 butterfly valve has an intergral lagging extension.
