Frequency Conditioning as applied to "free energy"

Is the frequency of stretched materials (elastics,metals) too low to condition to use as grid style voltages?

No. It's the voltage that's the problem. You can tune materials to vibrate at 60 Hz - you just can't get useful voltage out, let alone current.

What are you trying to do?
