This type of questions are featuring once in a while, and are almost unanswerable, check up a thread on cylindrical grinding time etc.

The material, the drill material, the machine for drilling, its spindle rigidity, job clamping, .... there are too many variables.

There are standard (manufacturers of drill bit) - recommended speed and feed rates for a material grade.

Based on that calculate the drilling time (assuming your machine is capable of doing it)

Add the counter sink time.

Similarly calculate the tapping time.

Setting times, tool change-over etc all are to be added,

Best way is to do a time0motion study and optimise and note down.
