AWS D1.3 expert needed

I have written and qualified a fillet in a corner joint procedure to AWS D1.3. (fig. 3.2A)

I have qualified the other welders with a open root full pen groove weld test and a fillet weld test. Does that qualify them for this fillet in a corner joint procedure. The Specification text is vague.
