If you mean the effect of chloride on material selection in oil & gas then there is a good paper that gives guidelines for selection of materials:

http://www.stainless-steel-world.net/pdf/10073.pdf

If you mean the chlorine cl2 and the effect on corrosion rate in water (for example, residual chlorine after water treatment), then the effect is similar to the effect of oxygen (both are strong oxidants):

corrosion prevention & corrosion control

...and, if all else fails...

visit the NACE website (National Association of Corrosion Engineers International) and sign-up (free) for the ListServer Network that is specific to Corrosion. Many of the regulars who participate are involved in petrochem-works, and are genuinely happy to assist with specific problems.

Best regards ~

PLEASE NOTE THAT THERE ARE THREE TYPES OF CHLORINE IS EXPERIENCED IN DAY DAY OPERATION OF ANY INDUSTRY.

WET CHLORINE-- MOISTURE MORE THAN I50 PPM BY VOLUME

DRY CHLORINE--- MOISTURE LESS THAN 150 PPM BY VOLUME

LIQUID CHLORINE--CHLORINE LIQUIFIED UNDER DIFFERENT TEMPERATURE AND PRESSUE

LIQUID CHLORINE IS FILLED IN ANY CAPACITY OF TONNERS/CYLINDER/TANKERS 25KGS--55000KGS EVEN MORE

WHILE WITHDRAWIN CHLORINE FROM UPPER VALVE IT IS DRY GAS

INCASE WITHDRAWL IS DONE FROM BOTTOM VALVE IT IS LIQUID CHLORINE. BOTH FORM CAN BE USED DEPENDING UPON PROCESS

DRY CHLORINE CAN BECOME WET DUE TO PROCESS FAILURES,POOR DESIGN,HUMAN ERROR ETC

DRY CHLORINE CAN BECOME LIQUID CHLORINE UNDER DIFFERENT CONDITIONS

ALL TYPES OF CHLORINE HAVE DIFFERENT MOC FOR HANDLIG. ANY MISMATCH OF MOC CAN LEAD TO CHLORINE LEAKAGE AND CHOKING IN PIPE LINE.

TILL CHLORINE IS DRY IT CAN BE HANDLED WITHANY TYPE OF STEEL.FOR DRY CHLORINE PIPE LINE SHOULD BE SEAMLESS. NO ERW PIPE LINE IS TO BE USED.SCHEDULE 80 PIPE LINS ARE REQUIRED UP TO 150 MM SIZE AFTER THAT SCHEDULE 40 PIPE LINES CAN BE USED.

INASE THERE IS CHANCE OF MOISTURE ENTERING THE SYSTEM CARBON STEEL IS NOT SUIABLE. TANTALUM AND TEFLON LINED PIPES ARE SUITABLE TO TAKE CARE THE FAILURE. THESE PIPE LINES ARE COSTLY.

FOR WET AND LIQUID CHLORINE DIFFERENT MOC IS FOLLOWED

FOR FURTHE REF YOU CAN CONTACT ME AT E-MAIL ADDRESSAS GIVEN BELOW

above working is reccommended for all industries using chlorine. petroleum industry needs more care as chlorine reacts very violently with petroleum prducts and can lead to fire and explosion.
