	If you mean the ability/necessity of leading without direct command authority try googling "bully pulpit" During his day, Presidential power was greatly constrained, yet Teddy Roosevelt managed to command change through "persuasive" power. Teddy is the most common example of this technique, but it actually applies to any President prior to his term.
