our government in Papua New Guinea, has just approved a FREE TRADE ZONE to be established on our tribal land. on our land also EXXONMOBIL is trying to build a multi-billion dollar LNG Project using Natural Gas discovered under our land. we are trying to use some of the gas to fire a power plant which will supply electricity for the first time in the lives of the more than 300,000 people from our area.

the power plant will also support the planned FTZ. if you have any suggestions on where to find the technologies and interested financiers etc for our power plant, as well as the numerous factories in the FTZ in line with the governments Industrialization policy, we would be interested to hear from you. ask for further documentation? email: WABIRIA2004@YAHOO.COM

are you working with the government? find out who did the study about the FTZ before it became enacted into law. *they* will have the information you want.

Thankyou for this response by langyaw. let me clarify point by point

are you working with the government?

yes i am working with the Government but i am wearing the 'hat' of a tribal member.

however working with the government has it's advantages and that is i know where the 'lack' and 'limitations' of the government is. i am therefore being proactive and work with the government to achieve what it has committed to

find out who did the study about the FTZ before it became enacted into law.

The FTZ law that was enacted sanctions the establishment of FTZ in the four regions of the country, however the law does not 'recognise' or support any study. what it does is give the Minister for Commerce and industry the Statutory Powers to authorise this study/proposals/feasibility etc. the intention for the article posted was (and still is) to seek advise and importantly 'contacts' of those with the technology and financial ability so that i as leader of my tribal group , in our capacity as initiator of the FTZ and all other public infrastructure such as deep harbor wharf, railroad, and international airport, i want to propose to the government to 'use' the expertise and funding provided by those who reply to this article positively.

There is no "they" in this endeavour, i am the one initiating things. the first hurdle was to get the governments commitment. which was given in an 84page Agreement less than 2 months ago, signed by the Minister for Petroleum and Energy, and witnessed by the Ministers for National planning, Treasury and Finance and other senior Cabinet Ministers fo the Governemtn of PNG.

In September we will have another round of negotiations for another agreement on business spin-off etc from Exxon Mobil. before that meeting i want to at least put a team of technical persons or most preferrably source the financiers (technology and expertise can be bought), and put to the government for their approvals (and garantee the repayment of the loans if the Donor funding currently sought by the government is unsuccessful).

If you have any suggestions and leads to interested financiers, technical experts etc, please contact me directly on above email. that is the information i want and i cant find it in the government system.

in this case, the cart has gone before the horse. what you can do at this stage, are the following:

  • create a task force (I have a feeling *you* should be a part of that group) that will do the due diligence needed in mapping out the strategies and action plans for the FTZ Authority. you might want to call that the Papua New Guinea FTZ Authority or PNGFTZA.
  • enact by law the creation of the PNGFTZA. by this time, the task force should already have made a laundry list of all possible industries / investors you wish to attract.
  • the PNGFTZA may now conduct high-level, government-to-corporation invitations to a business conference, inviting them into your country, and selling them your plans. the local attendees of this conference will be your local investors who are looking to partner with the foreign companies and investors, and high government officials, as well. you can also contact the groupings / associations of such industries, to shoot the birds with one stone, so to speak.
  • install the infrastructure for this FTZ (fenced area, wide roads, warehouses, office buildings, etc.). this can be done before the business conference, to show the prospects that work is on-going.
