Caterpillar Engines 3512B

I have marine cat engine 3512b with primary ecm and back up ecm ,in the last days i noticed that the back up ecm takes control ,i have followed all instructions in troubleshouting cataluege but the problem still exist, i would like to know more about the causes the back up ecm takes control and how to solve the problem.
