Use sodium hydroxide or potassium hydroxide as your reagent. Ensure that the pH is as high as possible for maximum efficiency. For gas scrubbers, packed tower or plate tower designs work very well. You will need to know your expected airflow rate, anticipated influent chlorine concentration, maximum allowable effluent chlorine level, air temperature and air pressure. You can get detailed information on designing a scrubber at the following website: http://yosemite.epa.gov/oaqps/eogtrain.nsf/DisplayView/SI_412C_0-5?OpenDocument
