Oil Tank Vent Alarm

I have a Bi-Leval home with the entry foyer 1/2 way between the first and second floor. The 275 Gal. oil tank is located under the foyer sideways. The fill and vent pipes are soldered copper and go to the outside of the house by the front door. My new oil supplier is having trouble filling my tank completely or almost competely. He told me that the "whistle" needs to be removed and cut shorter. Questions:

I think this is on the Vent ?

I will have to cut the copper pipe to remove the "whistle". When I reinstall it how do I solder the pipe safely? Any other sugested joinery?

How much do I cut the "whistle"?

leave your whistle alone add another vent pipe and plumb it ouside at a higher point than your existing vent. The tanks I'm familiar with have extra ports that are plugged. Do all your soldering install a union then tap your tank.

his problem is he's putting more fuel into the tank than the vent can relieve the air out of the tank by adding another vent without a whistle he should be able to vent the tank to fast enough to fill

Tell the oil supplier to stop filling when he hears the gurgle.

It will gurgle prior to the the whistle

You were happy with your old supplier, so, ask the new delivery man to decrease the filling flow. I don't think he would mind, unless he's got a hi-speed delivery route.
