why LED indication lamp needs capacitor in series with the resistor

normally it does not. My guess is that whoever designed this configuration wanted to turn it off using the RC timing.

For AC operation only, a capacitor in series with a resistor provides a reactive impedance that limits LED current without dissipating energy as heat.
