Unless water lilies contain ethanol (I doubt this), ethanol can't be extracted from them.

That being said ... a high proportion of vegetable matter consists of polymerized sugars (cellulose, hemicellulose), which CAN be turned into ethanol. One way to do this is to grind up the vegetable matter and put it in a water-filled tank to which enzymes are added. The enzymes break down the cellulose/hemicellulose to make simple sugars. The sugars will dissolve into the water, and once the enzymes will have done their work, taking the water out will take the sugars out too.

After that, just add yeast to ferment the sugars and wait for them to turn to ethanol.

You can get much more than just ethanol out of them. You can get all of these:

- volatiles (scents, aromas, essential oils);

- sugars;

- proteins;

- fertilizers;

- bio-diesel;

- heating oil;

- sealants;

- binders;

- adhesives;

- solvents;

- anti-freeze;

- bio-char (like charcoal, but without using wood).

Explaining this will take long, so feel free to e-mail me. I'll provide you documents that show how this can be done.

Cheers!

P.S. I'm from Canada. May I ask where you're located?
