Ok, what "other parameters" are there?

Material, speed, feed rate, coolant/cutting fluid, cynicism of the operator.... can I stop now

My answer is 'true'

I can not vote unless I know the parameters that are unchanged (obviously the homework question didn't mention those).

However when we buy the cutting wheels- rather the bits (and pieces ) of it, it is the other parameters that decide along with the base material whether I go for K20 or SNMG or other hundred types bits available.

And there it is not the life of the wheel that is the one of primary concern- it is the optimum utilisation of the machine tool (whose per hour rate is much more than the cost of the bits).
