solid stainless steel ground rods

need to know difference between jacketed & solid stainless steel ground rods as per UL 467? is one superior over the other?

Soil conditions a solid stainless steel rod would be used in very corrosive soil. A jacketed rod is made that way to reduce cost and give a core that can handle the impact of being driven in to the ground. The jacket of a highly conductive material usually copper.
