does any one know of a forced cool air a/c that uses heat to make the cold transfer?

You may be looking for an absorbtion type chiller...

Absorption chiller - as already mentioned by some or, may be TECs (Thermo Electric coolers).

Also consider an Adsorption Chiller as a possibility. Operates at a lower hot water temperature and potentially more efficient.
