hollow shaftwith of high speed centrifugal radial fan can be better than solid shaft with fan?

It depends on your application characteristics.

A hollow shaft has less mass compared with a solid shaft with the same stiffness. This is the main difference. But, if you have vibration dampening issues or special failure mode needs, maybe the solid one should be used.

Or, your fan should be done so quick and inexpensive that you just do not botter about being solid. Or not.

It doesn't matter. Solid shaft will produce more run-out than hollow.

Try some more details.
