HV Transmission Line Leakage Capacitance

i wonder if there is a technique to meausure the h.v. transmission line leakage capacitance, pls note that i say "measure " not a calculation technique, direct meausurement is possible?

also i wonder if there is a difference between calculation methods h.v. and l.v networks? . is there any assumption which necessitates the distinction if there is one?

also there is an other question,what happens if one phase of a transmission line is broken (not touching the ground for example jumper broken) what happens ? practically the other phases are disconnected soon too??
