Thank you for responding so fast. I am trying to find out if I have any hazardous (solid) material in PV panel. So I am planning to do the TCLP (metal only) test per 1311. it doesn't have to be grounded fine but samples required should be no larger than 3/8 inch (9.5 mm) in size. The smaller the pieces the better the results.
The standard solar panel is mostly tempered glass, silicon and plastic, and most are safe for landfill disposal or can be recycled at specialised recycling centres.
Have a look on the solar panel manufacturer's website as there should be some general information (including product data sheets) available on the materials used in the panels and any special requirements for disposal and/or recycling if the panel contains any environmentally harmful materials (as is required by law). Also mentioned should be any end of life recycling programs that the company has for disposal of its old solar panels.

For a more detailed material analysis of commercially available products you are better of to go direct to the manufacturer and ask them. Is this for general interest?
This is very good information. Regarding material safety data sheet (MSDS), most PV panel manufacturers considers PV panels non-hazardous. and therefore doesn't require MSDS. So none of the PV panel manufacturers, I know has MSDS sheets. There are also different definitions of hazardous waste (depending local and national code regulations), and therefore different waste disposal requirements. That was my understanding. The main reason for the recycling programs seem to be a combination of regulation driven and valuable and worthwhile resource recovery for the solar panel manufacturers.
Since you are in California I am assuming you MUST have a local recycling centre that will accept old solar panels (hence removing your "do I throw it in the landfill" question). If you don't know, try the solar panel supplier or local government website, they will know (and the recycling centre may even pay you for the old panels).
