IP Camera Install

I want to hire someone to install on the bench an IP camera using the equipment i have. if it is the wrong equip or i need more, i will get it no problem. I have the router a managed switch tv vcr quad splitter power supply and connectors. the modem, and switch are d -link they are used for the various apartments inthe complex to connect to the internet.. I now want to connect surviellance cameras using a vcr and tv for recording and viewing, i have a quad spliter, a power supply and connectors and i have connected everything, i have a blue screen on the tv with the four corner split showing camera numers date and time, but no image from the camera. I dont know how to connect cameras to modem/switch and i think that is my problem. I will pay to learn this if anyone cares to take the time, again if i need more componets i will by them from you david
