if you want to stop all traffic on https:// sites, then open your firewall and close these 3 ports.

https 443/tcp http protocol over TLS/SSL
https 443/udp http protocol over TLS/SSL
https 443/sctp HTTPS

LINK FOR UPDATED PORT ASSIGNMENT LIST:

YOU MAY ALSO FIND A FREE SOFTWARE SOULUTION HERE:

http://sourceforge.net/softwaremap/trove_list.php?form_cat=151

http://osswin.sourceforge.net/#security

as for specific url filters, i would just search for a simple packet firewall either in a software version or maybe take a look at some hardware options such as an HP PROCURVE SWITCH/PIX ROUTER/SONIC FIREWALL.

none of these are cheap solutions but ebay should be full of them. if you buy a used one, i would flash it with latest firrmware upgrade and start it off fresh.

after reading the original post again, i think my first reply was not an answer to what the original question inquired.

Here is one link to microsoft that address's any filtering of traffic on the server.

http://www.microsoft.com/downloads/details.aspx?familyid=f20f6267-273d-4870-b1e8-799b261b4786&displaylang=en

i assume your need is from administrating the server and management of traffic and not a client wanting to block ceretain traffic with the server. if so, then the first post will lead you in the best direction.

Thanks for your update.

And to make it clear, i need to make the filter from server side.
