what is the purpose of balancing line leak-off pressure in the boiler feed pump & it's mechanism?

Prevents the shaft seal from chattering . . . ie . . . with constant differential pressure across the seal the chances of lifting the rotating element off the stationary element is reduced. Additionally, a high pressure pump is designed to have a leak off. Leak off provides cooling and lubrication of the seal. Thus, two important accomplishments . . . 1) conservation of water by having a known leakoff rate and 2) increased life for the seal.
