Does anyone know any commercially available flexible high permittivity (>20) solid material?

Permittivity varies with frequency. Can you supply frequency range of interest?

None that I know of. I also think this might be an oxymoronic property. For high permittivity substances are used as the dielectric for capacitors. By permitting flexing one is allowing that capacitor conductor geometry to radically change. This will compound greatly calculating any expected controlled capacitance change you are anticipating. But I do see that some conjugated polymers might fit your criteria.
