How and where to find talent for circuit building

I think I can help you. I am a senior electronic engineer and I have a company just for solving your problems. I have a PCB-CAD in my computer named "CADint". It is good for smaller PCB jobs but have the features from the major.

I don´t know how much of secret there is in your project. Can you give me drawings of the complete schematic, the BOM and a drawing of the existing PCB? From this I can give you a price for the CAD drawing.

You will get back drawings for the schematic, PCB-layout, component placement and all files for the PCB manufactoring.

I am having a difficult time locating talent to update a simple electronic board (circa 1994.) Why is that? So here is the opportunity: Using the Pad2Pad software, document for manufacture a simple circuit board from hand-written documentation and component list. Output is a square wave. For yrs I have used this on-line PCB manufacture for my board design, they do very nice work for the price. I had to download their CAD version for PCB/Sch layouts which is very easy to use.
