What is the flange material?

The SS inner will take care of normal corrossion due to fluid as well as not try to contaminate it. The CS outer jacket will cut down the cost.

The Gasket jackets will be in very close contact with both the flanges. The difference in material will give rise to galvanic corrossion between one of the jackets and the flanges, unless special precautions are taken.

Why do you want to use the jackets of different material? The cost difference will not be too high to be worth it.
