In which country? Some countries define who is allowed to use the "title" Mechanical (or Electrical or Civil or Chemical etc). in front of Engineer. Where I come from only someone who holds a Bachelors degree in Mechanical Engineering may refer to him(her)self as a mechanical Engineer. A 3 year Bachelor of Science degree does not qualify.
Having said that, having the relevant degree does not make anyone an Engineer. It does mean that they can think at that academic level in subjects relevant to the field of Mechanical Engineering.
