Keep it concise.
The usual format is:_
Brief synopsis paragraph at the front, so the boss can get away with just reading this if he's in a hurry.
Full explanation, (the old method, results, conclusion always works well).
Finally any actions, recomendations etc. (Conclusions may be repeated briefly here)
Don't dress it up with loads of long words and padding.
I've had young engineers ask me how do I say such and such...I say, explain it to me, then I say just 'write down what you said'.
I sometimes say if you can't get it on a side of A4 it won't get read.
Simple and clear is better than verbose and convouluted (The boss may not be amused if you make him reach for the dictionary...but it can be fun if you are engaging in a power struggle)
