I am not sure if you are making a statement or asking a question. I do not know where in the world you are or where the project you are working on is located. I also do not know if your question is addressing tanks with flammable fluids.
However I will offer some general guidelines based on what I have used for flammable fluids here in the United States.
A. The containment volume for a Dike Area with:
1 tank - shall be equal to the volume of the total volume of the full tank, plus the normal rainfall for a 24 hour period or the firewater flow for an 8 hour period (whichever is greater) plus a "Free Board" of 1'-0" (305mm).
2 or more tanks - shall be equal to the volume of the largest tank plus the displaced volume of all other tanks up to the level of the containment dike (or wall), plus the normal rainfall for a 24 hours period or the firewater flow for an 8 hour period (whichever is greater) plus a "Free Board" of 1'-0" (305mm).
